Under the direction of the department leadership, manage the ongoing activities related to performance measurement data use including but not limited to maintaining databases and ensuring that their data are reliable. Coordinate specific performance measure development activities to enhance the reliability and validity of data. Manage the data requirement process including supporting the analysis of performance measurement data used in analytics, as well as the routine refresh of data sets. This role embraces the concept of data wrangling, which is the process of cleaning and unifying messy and complex data sets for easy access and analysis. This role provides statistical analysis for of complex data sets for use in dashboards, reports, and publications. Mentor staff in activities promoting the integration of performance measure data use.




  1. Manage the analysis of quantitative datasets, creating variables, descriptive analysis, and multivariate regression and other analysis models. Apply exploratory data analysis methods, data visualization techniques, and other data science methods utilizing statistical software.
  2. Develop and update databases of performance measurement data to ensure the data/data sets are reliable, which includes oversight of the preparing and cleaning of the data, as well as data capture, and performing tasks related to the matching and merging of multiple data sets.
  3. Provide insight into the design and implementation of the structure for the data sets.
  4. Develop policies and procedures related to the transformation and mapping of data from one "raw" data form into another format with the intent of making it more appropriate and valuable for a variety of downstream purposes such as analytics.
  5. Develop process and steps beginning with extracting the data in a raw form from the data source, transforming the raw data using algorithms (e.g. sorting or parsing the data into predefined data structures), and finally depositing the resulting content for storage and future use.
  6. Manage the application of data transformations to distinct entities (e.g. fields, rows, columns, data values etc.) within a data set, and including such actions as extractions, parsing, joining, standardizing, augmenting, cleansing, consolidating and filtering to create desired outputs that can be leveraged in analytics.
  7. Manage and develop the use of database SQL queries, when necessary, to validate and monitor the collected data and verify the efficiency and correctness of the algorithms and provide technical support to the users of data.
  8. Exhibit problem solving skills and resourcefulness. Analyze problems and identify innovative solutions. Recognize opportunities to improve processes at any point in the data cleansing/data management processes.
  9. Manage project planning for completing project tasks. Work with team leadership to ensure deadlines and commitments are met regarding project status. Develop work plans for assigned projects.
  10. Manage communications to external customers and internal customers regarding the design and implementation of appropriate processes.
  11. Apply Lean Six Sigma and Change Management skills and techniques for process improvement.

  1. The level of knowledge equivalent to that ordinarily acquired through completion of at least a Master’s degree.
  2. Seven to ten years of progressively increasing responsibility in health care administration or delivery. Previous experience in project management and performance measurement quality improvement projects is highly desirable.
  3. Managerial ability to plan, organize, and synthesize complex activities involving a wide range of individuals, groups, and/or committees.
  4. Strong analytic abilities to develop design data collection systems, interpret data analytics and evaluation results, and oversee project budgets.
  5. Effective interpersonal skills to interact with individuals at various levels both inside and outside of the organization, often in sensitive situations requiring political awareness.
  6. Excellent written and oral communication skills.
